  9. To collect mutabak, apply a small amount of oil to the affected area (usually I remove the oil with my fingers), take a ball and roll it with your fingers until the flour is very thin (it looks clear ). So it's important to be generous with oil if the test coat isn't cracked. Don't worry if there are holes in the bubble, cut small pieces from the sides and fill the holes.
  10. Once the flour has set, add 2-3 tablespoons of the ground beef mixture to the center of the flour. Start wrapping the mutabak, turning each side toward the center until all sides are turned over.
  11. In a large saucepan, simmer over medium-high heat until golden brown, 3-4 minutes on each side.
  12. Backup to disk. Continue steps 9, 10, and 11 until all of the flour balls are done
  13. In a shallow pan add 1/4 cup oil and fry until golden brown. You can also opt for a healthier alternative roast.
  14. Place on parchment paper to remove excess oil.
  15. After the mutabak has cooled, cut into pieces and serve with lemon zest and chopped chili.
